Visiting Scholars and Delegations
A petition to host any Visiting Scholar or International Visitor must be requested through the InfoReady forms prior to providing any formal invitation or offer as per Fayetteville Policies and Procedures 206.8. The International Students and Scholars office and the Sponsored Students and Special Programs must have approval through an approved InfoReady application prior to providing student visas. Those hosting International Visitors should be aware that there might be restrictions or prohibitions associated with such visits. Some of these restrictions include:
- Any proposed visiting scholars or international visitors from a highly sanctioned or embargoed country (please see such list in the Embargoed and Sanctioned Countries webpage).
- Any individual or affiliated institution in the restricted party list (all proposed visitors must be screened through the Export Control area through a Restricted Party Screening system). All Restricted Party Screening requests should be addressed to exports@uark.edu.
- Any activity that requires a license from a Federal Agency due to the proposed visit. Visit the Key Exports Regulators and Regulations webpage for a list of some of such Federal Agencies.
- Any proposed visitor that is part of a Talent Recruitment Program from the list in this link. (Prior to any invitation, ensure the proposed visitor is not a participant of, or being sponsored by any program in such list.)
- Any proposed visitor that has attended any institution of concern in the following list. (Prior to any invitation, ensure the proposed visitor has never attended any of the universities or institutions in this list.)
- Any proposed foreign employee must be searched for the same affiliations against such list prior to suggesting employment.
- Deemed Exports (EAR 734.2(B)(2)(II) and ITAR 120.17) is technology released to foreign persons in the US. This is different from technology shipped from the U.S. to another country. Please see the Federal Government definition of "Deemed Exports" and watch a short video to learn more.
The National Science Foundation, Department of Defense, and other federal funding agencies are prohibiting sponsored research personnel from participating in Malign Foreign Talent Recruitment Programs (MFTRPs), as required by the CHIPS and Science Act of 2022. There is a “final rule to implement conditions in the Act that seek to prevent funding provided through the program from being used to directly or indirectly benefit foreign countries of concern. The rule defines terms related to these conditions, describes the types of activities that are prohibited by those conditions, and sets forth procedures for notifying the Secretary of Commerce (Secretary) of non-compliance and the process by which the Secretary will enforce these provisions.”
